NY-NJ port to impose dwell fee targeting empty containers

"The Port Authority of New York and New Jersey (PANYNJ) next month will begin hitting ocean carriers with a per-container fee for export boxes that dwell too long at the port, a move designed to free up space for laden imports that are only expected to grow as peak shipping season approaches.
