KPA sued over tender for Mombasa port terminal

The Kenya Ports Authority has been sued over a tender for the construction of the second container terminal at the Port of Mombasa.

Cosco Pacific Ltd and Paramount Bank Consortium, whose bids were unsuccessful after the second evaluation, want the decision overturned.

According to court documents, the KPA advertised expression of interest on December 29, 2014.

A total of 12 bidders were shortlisted from the pre-qualification process and were issued requests for proposal documents on April 9 last year.

The tender was closed on June 26 last year.

Cosco and Paramount Bank presented their bid and technical evaluation was done between July 6 and July 14 last year.

During the technical evaluation, it was discovered Paramount Bank did not include integrity declaration form, which was a requirement but it was excused.
